What We Mean When We Say the Public Interest

The phrase survives because it names a responsibility that markets and institutions cannot avoid.

The public interest is often invoked at the precise moment agreement disappears. That does not make the idea empty; it makes the work of defining it unavoidable.

A useful definition begins with consequences. Who carries the risk, who receives the benefit and who is missing from the room where the decision is made?
